Selecting and managing subcontractors in a transparent manner is critically important to Secto. We have a specific procedure within our Integrated Management System (IMS) that governs this selection and management process. We follow a rigorous process while selecting subcontractors, based on their suitability, skill set and accreditations — making sure they align with the requirements of Secto and our clients.

Health and safety

Secto only uses approved subcontractors and service providers who are committed to working safely — to both legislative and Secto requirements. We only select subcontractors who prioritise the safety, health and welfare of all people on or around the site.

Management

Subcontractors must adhere to the same site quality requirements, audits, near miss reporting etc as direct employees. We continuously audit our subcontractors to ensure they comply with our policies, IMS and all contractual requirements.

  2. Vetting procedures

    All potential subcontractors must provide a self-appraisal questionnaire, as well as details of financials, pricing, accreditations (BSI, ISO, etc), available resources, SHEQ assessment and their ability to upscale at short notice.

  3. SHEQ assessment

    The SHEQ assessment must include a company safety statement, risk assessments and method statements, as well as company policies, training records, insurance details, operational procedures and certification for plant and equipment.

A contract is put in place with successful subcontractors, which includes back-to-back SLAs, KPIs and other conditions. This will ensure that all requirements are met. Once a subcontractor has been appointed, specific processes are followed throughout a contract to drive performance and quality.

These processes include:

  • Financial management of the sourced services
  • Management of agreements governing the sourced services
  • Performance monitoring to verify that service commitments are being met
  • Problem and incident monitoring and resolution
  • Service change management
  • Service performance — target vs actual
  • Stakeholder feedback collection and analysis
  • Service value analysis

All personnel assigned to Secto contracts, regardless of whether they are a direct employee or a subcontractor, receive detailed induction training to outline their responsibilities when working on a contract. Their responsibilities include complying with our Health and Safety, Environmental and Quality Policies and Integrated Management System.

Performance of all subcontractors is tracked continuously — we assess performance on an ongoing basis and give them the required training to ensure they can deliver to Secto’s exacting standards. Secto’s SHEQ and Account Managers offer feedback on subcontractors’ performance, and help identify potential areas of improvement.

Subcontractors are given a six-month probation period, during which we closely monitor them to ensure works are being conducted in line with both the client’s and Secto’s requirements. We hold bi-monthly forums with all subcontractors to discuss their performance, overall status of the contract, areas for improvement, any challenges they are facing and how we can provide additional support. The format is an open session and is attended by a SHEQ Officer, Contract Manager and key management staff from the subcontractor.
